AddPolicyRegistry(IServiceCollection, IPolicyRegistry<String>)	Registers the provided IPolicyRegistry<TKey> in the service collection with service types IPolicyRegistry<TKey>, and IReadOnlyPolicyRegistry<TKey> and returns the provided registry.
AddPolicyRegistry(IServiceCollection)	Registers an empty PolicyRegistry in the service collection with service types IPolicyRegistry<TKey>, and IReadOnlyPolicyRegistry<TKey> and returns the newly created registry.
