GPU order in task manager

Hello, I have encountered a peculiar issue regarding ordering of gpus in task manager. The gpu order seems to have been inverted. Dug up an old devblog which stated that the ordering was based on physical location, "When multiple GPUs are present, they are ordered by their physical location (PCI bus/device/function)."
This is what I've always assumed, but several computers I've built recently tell a different story. Is this a new feature or has the ordering scheme changed? I've found nothing of this online and would like to know if anyone has noticed the same. Will this affect how tensorflow identifies the GPU's as well?
Let me know if additional info is needed and I will do my best to comply.
