With regards to this issue that you have, are there any error messages when you are trying to create a folder on your teams channel?

Also, is this the Microsoft teams app or Web you are using? You may not be able to create a folder in a Teams channel because your permissions are restricted or the "New Folder" command is disabled in SharePoint.

You can try the following steps in the meantime to try creating one:
Open Microsoft Teams and go to the specific team and channel where you want to add the folder.

1. Click on the Files tab at the top of the channel.
2. Click the + New button located on the toolbar.
3. Select Folder from the dropdown menu.
4. A dialog box will appear. Enter a name for your new folder and click Create.
