CMD, regedit and any .exe file doesn't work with administrative privileges

Hi, I have a problem with my computer, it works offline, so the issue of malware I rather rule out.... Namely, working on my account with administrative privileges, I have no access to either CMD or REGEDIT - nothing just happens, even if I click run as administrator. Nor does any .exe file fire up for me. Nevertheless, I have access to manage my computer, and I can also go into gpedit.msc. I don't know how to deal with this. Please help :( Translated with www.DeepL.com/Translator (free version)

DaveM121 thanks for your answer, but unfortunately, none of your hints gave any result :(

    1. I can't open exe files like eset, adobereader, vlc player etc.
    2. There are no email addresses there.
    3. I can't open Edit System Variables because of comunicate "The operation was canceled due to the restrictions imposed on this computer. Contact your system administrator."
