The parent should be the administrator on the computer while the child should have a standard account, so the parent needs to approve the changes with a password so the child can't just do what they want.
If you are blocked, please use this method to enable the built-in hidden administrator used only in emergency, from the login screen to login to create a new account:
These steps require bootable media which is the only repair method that does not require a password.
To create a Windows 10 installation media to install on another computer tool for creating multimedia and follow the instructions here: http: ... //windows.microsoft.com/pl-pl/windows-10/m. Deselect the Recommended settings check box to select the exact version and bitrate for the target computer only.

Log in with that administrator account leaving the password field blank.
Then create a new local administrator account to replace yours:

You can then change it to an MS account in Settings > Accounts > Your Info > Sign in with a MS Account Instead.
If that fails, go back to the troubleshooting options to try a reset, saving files if necessary.
And if that fails, select install now, then install to order, then on the disk selection screen, delete all partitions down to unallocated space for cleanest, click Next to allow it to create needed partitions and start installation
