How to solve a problem with some vms not logging the performance counters to InsightsMetrics table?

The bug where InsightsMetrics table doesn't show any performance logs currently affects a few Windows Server VMs out of around 90 we use with more-less same configuration.
All the affected VMs are:
- added to proper data collection rules and data collection endpoints,
- AMA agents are running and sending heartbeats (visible in Heartbeat table),
- there is free disk space on VMs,
- none of the suggestions from Troubleshoot the Azure Monitor agent on Windows virtual machines and scale sets - Azure Monitor | Microsoft Learn seem to solve the problem,
- using Troubleshooter for AMA provided tons of logs but doesn't bring any new clues, also couldn't find any differences between the machines logging properly and buggy.
Solutions that worked for some of the machines before, but not for the ones left:
- updating the agent to the newest version
