Outlook was hacked

My email was hacked, and they changed the recovery email. I need it back. Please help: [Moderator Note: Personal Info Removed]@hotmail.com is my old e-mail address. I've sent the form so many times. And nothing works. This gets so annoying because I don't feel protected and I have the right to sue you for cybersecurity, I just want to be heard and feel my data is safe. Be able to retrieve it. Please help!
