Xbox Series S stuck on DeviceBringProcessed error 0x8015963D after factory reset

Question

Hello,

My Xbox Series S is stuck on the “DeviceBringProcessed” screen when trying to enter Developer Mode.

Error code: 0x8015963D

The console does not show an activation code, and I cannot complete the Developer Mode setup.

Here is everything I have already tried:

• Restarted the console multiple times

• Power cycled (full shutdown, unplugged for several minutes)

• Factory reset (Keep games and apps)

• Full factory reset (Remove everything)

• Tried accessing the hidden troubleshooting menu

• Checked Partner Center – the console does NOT appear under Xbox development devices

• Contacted Xbox Support (they could not resolve the issue)

After all attempts, the console still returns to the same DeviceBringProcessed screen.

It seems the console may be stuck in an orphaned Developer Mode provisioning state on the backend.

Could someone from Microsoft please check if the Developer Mode provisioning flag can be removed or reset from the server side?
