Comentários

O value parâmetro é convertido em milissegundos, que é convertido em tiques, e esse número de tiques é usado para inicializar o novo TimeSpan. Por isso, value só será considerado somente preciso no milissegundo mais próximo. Observe que, devido à perda de precisão do Double tipo de dados, essa conversão pode causar um OverflowException para valores próximos a, mas ainda no intervalo de MinValue ou MaxValue. Por exemplo, isso faz um OverflowException na tentativa a seguir tentar criar uma instância de um objeto TimeSpan.
