Unnecessary languages or keyboard layouts are not removed

Hello, I have a problem.

On my laptop (Windows 11), I downloaded a typographic layout in English and Russian and disabled all other languages in the keyboard settings. After that, sometimes, one more Russian and two more English languages are added to my layout for no reason at all. I've been going through the settings for a long time, trying to turn it off, but I couldn't. These additional layouts are very much in the way, how can I disable and install only those that I have installed? In the photo below, I have 4 languages on my keyboard instead of two...

Hi, I am Dave, I will help you with this.

Open the old Control Panel

At the top of Control Panel, set View to Icons

Select Region

Select the Administrative Tab on the resulting dialog

Click Change System Locale in the 'Language for non-Unicode Programs' section

Set the language in the drop down to the same as the System location/Language

Open the Settings App, then go to Time & language - Language & Region

Scroll down and select Administrative language settings

On the Administrative tab click the Copy settings button

Enable 'Welcome screen and system accounts' and also New user accounts

Save that setting.

Restart (not shut down) the PC

Click your Start Button, then just type regedit and press Enter to open the Registry Editor

Click View and make sure 'Address Bar' is turned on.

Paste this into the Address Bar at the top and hit Enter.

HKEY_USERS.DEFAULT\Keyboard Layout\Preload

In the left pane, right click and delete the Preload key (folder)

Paste this into the Address Bar at the top and hit Enter.

HKEY_CURRENT_USER\Keyboard Layout\Preload

In the left pane, right click and delete the Preload key (folder)

Close the Registry Editor and restart (not shut down) your PC.

I have a problem again... Russian Russian. If the problem is solved with English, then the problem remains with my main language (Russian) and sometimes I get another Russian for no reason at all.
