we already remove old device from our account, but when we try to submit resial number its said this serial number already used.

Once a product key is redeemed, it is permanently digitally associated with the Microsoft Account used to redeem the key. From that point on, the product key no longer serves any purpose and cannot be entered again.

To download and install Office, you just need to log into the Microsoft Account associated with this copy of Office --> click on <Services & Subscriptions> --> download and install Office from here
