I believe that when you are trying to play a game is that you are connected via LAN and that bandwidth usage on devices are minimal as well.
TTL (Time to Live) is not measured by the number of seconds but the number of hops. It is the maximum number of hops that a packet can travel through across the internet/network before its discarded.
Hops are the computers, routers, or any devices that comes in between the source and the destination.
If you will check you first hop, it is coming from your PC then the second hop up to a couple of hops goes to your ISP and to its others devices where their services are connected and you should consider reporting this to your ISP and you can provide them with your traceroute results.
