I understand how difficult it is, when the device or app won't work in the way it should.
You can try to install Notepad again, see if this fixes this issue:
- Right click the Start menu and select Apps and Features
- Click on the blue link Option Features
- Under Installed Features, type notepad. If you see it, click kit and select uninstall
- On the same screen, click on the Add a feature button
- Type notepad, then select Notepad and click Install
- Try to open Notepad now
