When you uso the MediaCreationTool, it gets the most recent version, which currently is the 2004.

Microsoft no longer keeps the links for the past versions, so in this case you can look on an alternative website for the Windows 10 1909 ISO file (and activate it using your own key, as long as you get the same Edition - Home or Pro) or use the 2004 version from the MediaCreationTool.
