Why is the Windows old folder created?

I made Microsoft's Windows 11 software bootable on a flash drive. I deleted the SSD while installing Windows 11 on a computer with Windows 10. As far as I remember, there was no Windows old folder when Windows 11 was installed. For some reason, I installed Windows 11 a few times. Although the installation processes are the same, the Windows old folder is created. The Windows old folder is empty. I **** setting up as a new computer without taking a backup of the old computer from the account. Why is there a Windows old folder? How can I install without it?

There are 2 SSDs in my computer. I install Windows on disk0. When the disk page appears, I delete everything that belongs to disk 0 that can be deleted. There is only 1 left. The formatting option is not active. I continue the installation with the Next button. I do not take old backups. The Windows.old folder is empty.
