Thanks for your update. After searching that we found it is reasonable for O365 to block the emails with QR code which for protecting the internal users from phishing - Hunting and responding to QR code-based phishing attacks with Defender for Office 365 | Microsoft Community Hub.
Back to your concern, if you really need to send the emails with the signature contains a QR code, would you please try following and see if it can make any differences:
- Microsoft Defender for Office 365 Settings: If you are using Microsoft Defender for Office 365, you can configure security settings to prevent emails containing QR codes from being blocked. To do this:
- Log in to the Microsoft 365 Admin Center.
- Go to the Threat Management section.
- Under Policy, find the Anti-Phishing or Anti-Spam settings.
- Add rules indicating that emails containing QR codes are safe.
- Email Flow Rules: You can create email flow rules to prevent emails containing QR codes from being blocked. To create these rules:
- Log in to the Microsoft 365 Admin Center.
- Go to the Mail Flow section.
- Under Rules, create a new rule.
- Specify the conditions and actions to ensure that emails containing QR codes are not blocked.
