If your Microsoft account has been hacked and the hacker changed the Email address associated to the account, then that account is usually no longer recoverable, and you would need to create a new Microsoft account.

If that process is unsuccessful, then you will need to create a new account, and if you have any purchases on the hacked account, you would need to contact Microsoft Support directly to ask them to move the purchases to your new account.
