"No instances are registed on this servername" do I still need to shut down any services?

Q: right click on "Notification Services" and then "List Version" and it tells me "No Instances are registered on servername.domain.com..Do I still need to shut any services down and/or patch the server?
A: In a KB 931815 it mentioned whether SQL Notification Services are installed or not. Please check the Registry to find out.
