This issue is likely caused by a glitch during the OOBE (Out-of-Box Experience), specifically when declining the Office 365 offer. It’s been observed that this can sometimes cause the desktop to fail to load fully—especially if the system is connected to the internet, using IPv6 or certain DNS settings.
Recommended Fix:
At the OOBE screen:
- Press Shift + F10 to open Command Prompt.
- Type: oobe\bypassnro and press Enter.
- Select “I don’t have internet” and proceed with limited setup using a local account.
This bypasses the cloud setup steps and prevents the desktop from breaking. Alternatively, disconnect from the network before reaching this screen.
