Outlook.com Silent Email Filtering: Legit Emails Not Delivered, No Junk Folder Entry, No NDR
Hello, I’m experiencing a serious issue with Outlook.com silently filtering legitimate incoming emails.
Issue Summary
Outlook.com is silently dropping certain legitimate emails without:
- Delivering them to Inbox
- Placing them in Junk or Other
- Generating any notification to the recipient
- Returning an NDR/bounce to the sender
This makes the email completely invisible to both the sender and the recipient.
Example Case
On February 16, 2026 (around 09:00 Beijing Time), a business email from ******@huawei.com was confirmed as successfully sent by the sender’s IT team. However:
- The email never appeared in my Outlook.com mailbox
- It was not in Junk, Deleted, or Other
- The sender received no bounce message
- I have no way to know it was blocked
Additional Details
I attempted to access the Microsoft 365 Security quarantine page, but Outlook.com (personal account) cannot access it and shows the following error:
Selected user account does not exist in tenant 'Microsoft Services'...
This indicates that Outlook.com users cannot view system-level quarantined or filtered emails.
I have already:
- Added @huawei.com to Safe Senders
- Checked blocked senders
- Reviewed all rules
- Tried Outlook web and app
- Verified with the sender that SPF/DKIM are valid and sending succeeded
Still, the message never arrives.
