Why do unit counts for the same bundle vary depending on extraction time, and is there a data stability window?

We've noticed that unit counts for the same bundle and period can vary depending on when we extract the data (some increase, some decrease). Increases may be due to backfilling or delayed ingestion, but since these bundles are non-refundable, the decreases are a bit unexpected.
Does anyone know what might be causing these discrepancies? Also, is there an expected latency window after which the data becomes stable?
