Win10 Firewall Blocking Ports that are already set as Allow Connection

I am encountering a problem, I opened a minecraft server but my firewall blocks the port, so I went into the Firewall Advanced Settings, I Made 4 rules 2 in the Inbound, and 2 in the OutBound, one for tcp, and one for udp, I restarted my pc, and also the server, but the port is still blocked.

    Hello! My name is David N. and I am a Microsoft Community Independent Advisor and Windows fan. I will be happy to assist you with your issue.

    First, is this your Windows Defender firewall, a third-party firewall, or is this an external device such as a router or dedicated firewall?

    If this is the Windows Defender Firewall, I recommend turning it off entirely and testing it. If the ports are still blocked the issue is not with Windows Defender Firewall.

    If this is a third-party firewall then you will need to talk to their support on configuration issues. Be certain to turn on only one firewall at a time as firewalls can conflict.

    If this is a router or other external firewall, then my best suggestion is to place your server into the DMZ and see if this resolves the issue. If it does not then likely it is not the hardware device.

    It is the Windows Firewall, not a third party firwall or the Routers Firewall. I have tried to Turn off the Windows Firewall, and the port is not blocked, but when I turn it on again, the rules just don't apply, and the port still gets blocked.

    Most versions of Minecraft server require Java to be whitelisted for Windows Defender Firewall. To add Java to the exceptions list, follow these instructions:

    1. Click Start and type in "Java".
    2. Click "Open File Location" and note the path.
    3. Click Start and type in "allow". Open "Allow an app through Windows Firewall".
    4. Click "Change Settings".
    5. Click "Allow another app..."
    6. Browse to the Java executable by following the path you noted in Step 2.
    7. Click "Network Types" and make sure that Public and/or Private are checked as necessary.
    8. Click OK.

    You should now be able to find Java in the list by looking for JDK or Java. Exactly what it will say will depend upon the version of Java which you have installed. Test to see if the server is now unblocked.
