Create(Int32, Int32, String, Boolean, SemaphoreSecurity)	取得或建立 Semaphore 執行個體，允許在建立事件期間選擇性地指定 SemaphoreSecurity 執行個體以進行設定。
OpenExisting(String, SemaphoreRights)	開啟指定的具名旗號，如果已存在，並套用所需的存取權限。
TryOpenExisting(String, SemaphoreRights, Semaphore)	嘗試開啟指定的具名旗號，如果已存在，則會套用所需的存取權限，並傳回值，指出作業是否成功。
