IsLoopbacktrue如果建立此實例時指定的 URI 是 127.0.0.1、回送或 localhost，或 URI 未指定主機資訊 (，則傳回 ，例如，file:///c:Dir/file.txt) 。 所有其他 URI 都會傳回 false 。
