App manifest package cannot be imported into the Teams Developer Portal

I could not upgrade my app manifest to the 1.3 version required for submitting an update of the app to the marketplace. I would get a generic error message when I clicked the "update manifest" button saying something like "the manifest could not be updated". Therefore, I downloaded my app manifest package from the Developer Portal so that I could manually update the JSON manifest file and re-import it into the Developer Portal. So after deleting my app from the Developer Portal and attempting to re-import the zip package I am now getting an error message stating "App Id already exists in app store. An app with that ID already exists in your organization's app store. Please change the app ID and try again."

How am I supposed to get my app manifest package back into the Developer Portal so that I can submit an update to the app store? I need to get updates and new features in our app submitted for our customers.

Could you please check with admin of the tenant to verify if that app exists in admin center?

If yes, then we have to delete from there

I am an admin of the tenant and yes it exists in our admin center. Will deleting it from the admin center cause it to be removed from the app marketplace or for it to become unavailable to existing users of the app?

Deleting an app from the Microsoft 365 Admin Center does not necessarily remove it from the app marketplace or make it unavailable to existing users. The deletion typically only affects your organization's instance of the app.
As an admin, you can delete these from your organization's store but cannot remove third-party apps available in the Teams store. https://learn.microsoft.com/en-us/microsoftteams/manage-apps

Phrases like "does not necessarily remove it" and "The deletion typically only affects" do not communicate the level of certainty I'm looking for. Can you confirm with 100% certainty that deleting our published app from the Teams Admin Center for my org WILL NOT have ANY impact to our marketplace listing nor to new and existing users of the app? Thank you for your help.
