Restart disabled for app service environment

We have several webjobs and app service with issues. App Service Environment upgrade attempted and failed earlier this month. App Service Plan attempted scaling failed due to failed upgrade. Now we are having several issues with different app services and web jobs. Went to restart the app service environment and we are unable to do so because of the app service environment is stuck in a scaling status.

When you say you are trying to upgrade the app service environment does that mean you are trying to scale-up the ASE Sku or are you trying to scale out the ASE scale instances?

Is the ASE is still stuck in updating?

Have you tried rebooting the ASE using the REST API

Also, were you able to access the application that is hosted in the ASE? if not what is the error message that you are seeing while accessing the apps.
