In Windows 10/11, the limit on the number of SSTP VPNs and PPTP VPNs connected simultaneously is determined by system policies rather than controlled by registry keys. Windows 10/11 is designed to only allow two concurrent VPN connections of the same type because the operating system uses the same virtual adapter for the same type of VPN connections. When you try to make a third connection it will fail because the virtual adapter is already in use.
Currently, the Windows operating system does not provide a direct way to modify this limit. If you need to establish multiple VPN connections simultaneously, consider using a virtual machine. Configuring a different VPN connection in each virtual machine allows you to bypass the host operating system's connection restrictions.
