I am trying to create a student Microsoft 360 account, yet it keeps saying "were sorry but theres a problem. Please contact your IT department to get a license." What should I do?

The message tells you what to do: contact the IT support at your educational institution.

In particular, if you are trying to install an education version of Office, check with your school, college or university that they provide their students with such a license.
