You can't "paste letters" on an image in Word. If you want to superimpose text on an image you need to create a Text Box with No Fill & No Line to contain the text. The Text Box can be placed on the image but whether the image is In Line with Text or has Text Wrap applied determines the specific details.

You will need to set the Layout for the image so that it is Behind the Text
