unfortunately, I'm sorry to say you will not be able to recover the account entries registered in the Microsoft Authenticator app without either your old app instance or a cloud backup.

In this scenario, the usual approach is to attempt logging into each affected account protected by 2FA using another verification method (if available - usually you are given the option to configure alternatives) and set up the two-step authentication again (or you may have the option to add a new device/authentication app and remove the old one for the verification process). Each platform has its own recovery/support flow. In some cases, you may need to reach out to the support team of the affected service in order to regain access to specific accounts - for example, if recovery methods were not previously set up or their policies require you to do so.

Lastly, I would like to spend a few words about the backup. Putting aside the fact that the backup option was likely not enabled, I just wanted to point out that, even if you had that cloud backup feature manually enabled beforehand, some accounts restored this way may require additional verification before they can be used again (which may be similar to completing a sort of two-step verification on another device/verification method). For this reason, in short, it is good practice to add recovery methods in advance and, if possible, configure the 2FA of your accounts on multiple instances of the Microsoft Authenticator app (i.e. multiple devices) to prevent situations like this to happen in the future.
