I am trying to download the ISO for windows 11 but I keep getting this error message "We are unable to complete your request at this time. Some users, entities and locations are banned from using this service. For this reason, leveraging anonymous or location hiding technologies when connecting to this service is not generally allowed. If you believe that you encountered this problem in error, please try again. If the problem persists you may contact Microsoft Support – Contact Us page for assistance. Refer to message code 715-123130 and bdbd878b-1f7d-4546-9a16-ddcc0e618f71." And am unable to download windows 11. What do I do ?

Many people report that error when trying to directly download the Windows 11 ISO using the 3rd link on that web page.

The best option is to use the middle (second) option on that web page to download the Media Creation Tool, then run that tool and use it to create the Windows 11 ISO on your PC, not a bootable USB.
