How to prevent Windows Spotlight from reverting to a static image?

Windows Spotlight keeps changing back to Image automatically despite selecting Windows Spotlight in the personalization settings. What steps can be taken to resolve this issue?

Hi! The switch-back usually happens because the Spotlight service can’t read its cached files or a policy keeps forcing the “Picture” option.  Most people fix it by toggling off Spotlight once or deleting the two small Spotlight cache folders

  1. Open File Explorer and enable Hidden items.
  2. Delete the contents (not the folders themselves) of both paths: %LOCALAPPDATA%\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Assets %LOCALAPPDATA%\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\Settings
  3. Sign out or reboot, then re-select Windows Spotlight.
