As SQL Server 2019 IOT is often sold by a hardware OEM. The COA card indicates the hardware was licensed for the installation. The OEM has the product key (typically a volume license) and should have pre-installed the SQLServer software. the COA card is your proof the device was licensed for the software, as you don’t have the product key.
Received a COA but not product key or software.

A SQL Server 2019 IOT Standard edition was purchased but all that was received is a COA card. The COA has no product key information on it and no software came with the purchase. I need a product key.

Else you would need to contact your reseller to get the product key. This is a technical forum, so we can't help you with the commercial part.
