Thank you for posting your problem i am here to help you. The Reason you are getting this error is you've exceeded your account's total storage allowance. You must free up space by deleting unnecessary files or emptying the recycle bin or buy more storage.
May i know if you are OneDrive account is personal of organization.
Are you subscribed in Microsoft 365 Family, Personal, Business plan.
For the meantime try to follow this steps:
Try to check if this is still available on your OneDrive online. Go to your Computer open any web browsers. Go to your OneDrive online https://onedrive.live.com/
log in your Microsoft account. Go to recycle bin. Check if the back up files are available. Click recover to recover the files.
If not Check your Computer OneDrive folder. If all the files are inside the OneDrive folder on your Computer you need to check your OneDrive app on your desktop if syncing is working or not, or if you are getting any error.
Once you update something inside the OneDrive folder like upload, copy, paste it will sync on your other device like OneDrive mobile or OneDrive computer, etc. as long as you have internet access or no issue / error when syncing.
If ever you need to take a photo from your Computer make sure file is saved inside OneDrive folder on your Desktop. No need to copy it from your other devices because it will sync in OneDrive. Once you open OneDrive on other device like mobile just go to the same folder and open the photo and download it on your mobile device.
