Before I answer, do you want to avoid the PIN entirely or are you asking if fingerprint alone can replace it?
Microsoft requires a PIN with Windows Hello, even if you set up fingerprint or facial recognition. This design applies to both Microsoft accounts and local accounts. The PIN is a key part of the security model and cannot be removed. Switching back to a local account will not change that requirement. Biometrics are always paired with a PIN fallback in case the biometric sensor fails or conditions prevent recognition.
