While you've installed the correct MSI driver and see Surface Firmware Update version 5.70.11.0, that version applies to the tablet not the charger. The charger’s firmware may not have updated yet, or the update hasn’t been pushed through Windows Update or the Surface app. As a result, the charger may not be communicating properly with the pen, leaving it at 0%. I recommend checking the Surface app for accessory updates
What You Can Do
Check for updates using the Surface app:
Open the Surface app available in the Microsoft Store.
Connect the Slim Pen Charger to your Surface and place the pen inside.
Go to Help & Support > Check for updates.
If an update is available for the charger, install it and restart your device.
Try another charging accessory if available:
If you have access to a Surface Pro Signature Keyboard or another Slim Pen Charger, test the pen there.
If the pen still doesn’t charge, it may be a hardware issue with the pen itself.
