First of all try to use the recovery option on one failing device.
Go to Settings > System > Recovery > Fix problems using windows update and select Reinstall now.
Post back the result.

Hello, we have noticed that some devices are not being updated to the latest version of Windows 11. It's failing every time for a few devices. We need to resolve this issue to ensure all devices are compliant and up to date with the latest Windows OS patches. We have already tried the following steps.
- Run Windows Update Troubleshooter - failed
- Use DISM and SFC tools - failed
- Restart Windows Update Services - failed
- Remove Windows Update cache - failed
Is there anything we can do to fix this issue?
