Thanks, David. As it turns out, it was my VPN that was causing the issue. I turned it off and cleared the browser cache and the iso download was a success.

2025-10-04T03:20:20.7266667+00:00 Yeah, that error usually means Microsoft’s system flagged your connection or region. It can happen if you’re using a VPN or something that hides your location.
Try turning that off and retrying — if it still shows the same message code, you’ll need to contact Microsoft Support and give them that reference number. hope my answer helps you a lot !

This is typically a temporary issue that can arise for various reasons, including potential problems with your internet service provider (ISP).
Try using a different browser.
If you cannot use a different browser, see if the same behavior occurs in an InPrivate/Incognito window.
To open the InPrivate/Incognito window, open the browser and press "Ctrl + Shift + N". (For Microsoft Edge and Google Chrome)
