I resolved this by doing a clean install of win 10 and removing all other user accounts. The enrol message appeared as soon as i checked for updates.
ESU Enrol not yet showing on one device
I have two devices which meet the criteria for ESU but have only received the enrol message on the desktop laptop still not showing message it is now the 1 October 2025 so waiting not an option .
What is the fix !!??

Microsoft is taking its usual gradual process to roll out the enrollment wizard in phases to all eligible Windows 10 devices worldwide.
Make sure that you've met all the requirements to enroll in the consumer (ESU) program and it will automatically appear in your computer's Update & Security settings when it becomes available.
