I create word documents. I need to protect the document from someone else copying, pasting, editing the document. I have tried using pdf but pdfs can convert to word document and then be changed. I tried Protect filling forms saved it as a pdf and still if open in word document I can alter the contents.

How can I protect my document from being changed?

You can't. If your document can be opened, it can be seen, and it can be copied. You can require a password to edit, but that doesn't stop someone from printing the document and scanning it as an editable file.
