How do I work around this Exchange Online Rule error?

How do I even troubleshoot the following error?

Is there a way to find out what "resource" appears to be missing?

I just created a rule, added a condition and an action, no exception, clicked save, then opened it, clicked "Enforce," and clicked save. Then that error.

I'm in incognito mode, so it's not like there's conflicting sign in data or site settings anywhere, and the rule doesn't even have any custom elements. Just a stock group and a stock action.

    I might have found it:

    Full disclosure, I did not originally create the rule, it was created by a coworker back in August, and I'm not sure whether it were unenforced due to an oversight or due to a change that occurred.

    Apparently the RMS selected is no longer valid, or may never have existed, I'm not sure. Whatever the case, that's probably the mysterious resource the error message refers to. Not marking this as a solution since nothing's fixed but just in case anyone else is looking for a lead, there it is.
