If you're experiencing issues changing the lock screen and are stuck with a loading circle, here are a few additional steps you can try:

    1. Check Group Policy Settings: If you're using Windows Pro or Enterprise, ensure that there are no group policies preventing changes to the lock screen. You can access the Group Policy Editor by typing gpedit.msc in the Run dialog (Win + R) and navigating to User Configuration > Administrative Templates > Control Panel > Personalization. Look for settings related to the lock screen.
    2. Registry Settings: Ensure that the registry settings are correct. You can check the following path:
      • HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Personalization and ensure that the NoLockScreen value is set to 0 (or delete the key if it exists).
    3. Windows Updates: Make sure your Windows is up to date. Sometimes, bugs that affect system features are resolved in updates.
    4. System File Checker: Run the System File Checker tool to repair missing or corrupted system files. Open Command Prompt as an administrator and run the command sfc /scannow.
    5. Create a New User Account: If the issue persists, try creating a new user account to see if the problem is specific to your current account.
    6. Safe Mode: Since you've already tried Safe Mode, ensure that you are using it correctly. Boot into Safe Mode with Networking and try changing the lock screen again.

If these steps do not resolve the issue, consider checking for any third-party software that might interfere with system settings.
