Cannot download Windows 2025 update

I have been unable to update the Windows 11 2025 update. I have run the troubleshooter-it doesn't complate the scan. I have run DISM restore health successfully & sfc/scanno successfully. All has failed. Ho can I manually download the update, since nothing else has worked? Error code:

Install error - 0x800f0991

The most successful method to install version 25H2 is to use the Windows 11 ISO.

Please ensure you download the ISO in the same language as you use for the Windows UI, follow the steps, this is then not like re-installing Windows, it is just like an update and your personal files, settings and installed software will not be affected.

When the ISO file completes downloading

Disconnect from the Internet

Disconnect all external devices with the exception of a mouse or keyboard.

Temporarily disable any 3rd party Anti-virus you may have installed

Then, in Windows File Explorer, double click the ISO and then run Setup.exe and select the Install option.

Very Important - ensure you select the option to keep your files and apps.

Thank you for taking the time to respond ith assistance. It turns out, I couldn't get to your instructions before today. But, when a second update for "mailicious softwear removal tool" popped up, on a hunch, i completed the download & the installation. Voila-I was able to finally download & install the 2025 update. Begs the question-Why didn't Windows just send out that update first, so we all could have avoided 2 weeks worth of dreck! Thank you again for taking the time to answer.
