To resolve the error, please contact the Global Admins of your tenant as discussed over the private messages.
You can ask these Admins to Require re-register MFA so that you can configure the MFA methods again! Refer this MsDoc: https://learn.microsoft.com/en-us/entra/identity/authentication/howto-mfa-userdevicesettings#manage-user-authentication-options
As confirmed by you, you have resolved the issue by logging into the outlook account used to create tenant.
