If you purchased the licence direct from Microsoft, open the activation settings window in the Settings app, then click the troubleshoot button, choose 'I changed my hardware', then on the resulting list, select the old device that was previously activated, that process should move the licence to the new hardware.

If your Windows 10/11 Pro retail license purchased on March 4, 2018, is not activating on new hardware, here are some detailed steps you can follow to troubleshoot the issue:

  1. Verify the License Type: Ensure that your license is indeed a retail license. Retail licenses can be transferred to new hardware, but OEM licenses are tied to the original hardware they were activated on.
  2. Check Product Key: Make sure you are using the correct product key that came with your retail license. You can find this key on the packaging or in the confirmation email if purchased online.
  3. Installation Process: During the installation of Windows on your new hardware, you should be prompted to enter the product key. Ensure that you enter it correctly. If you skip this step, you can enter it later by going to Settings > Update & Security > Activation.
  4. Internet Connection: Activation requires an active internet connection. Make sure your new device is connected to the internet when you attempt to activate Windows.
  5. Activation Troubleshooter: If activation fails, you can use the built-in Activation Troubleshooter. Go to Settings > Update & Security > Activation, and select Troubleshoot. This tool can help identify and fix common activation issues.
  6. Contact Microsoft Support: If the above steps do not resolve the issue, consider reaching out to Microsoft Support. They can assist you in verifying the status of your license and provide specific guidance based on your situation.
  7. Reinstall Windows: As a last resort, you may want to consider reinstalling Windows. Sometimes, a clean installation can resolve activation issues. Make sure to back up your data before proceeding with this step.

By following these steps, you should be able to troubleshoot and resolve the activation issue with your retail license on the new hardware.

If you purchased an upgrade licence from Windows 11 Home to Pro then it depends if the Home edition was retail or OEM. If it was OEM you cannot use the Pro upgrade without a valid Home licence.

If you install Pro edition then bought a full Pro licence then ignore this answer.
