How to allow a member of a family group access to multiplayer servers on minecraft

Hello, recently I bought minecraft for my brother and attemp ted to make him an account but I added him to a family group in which I was the organiser and this resulted in him being unable to play in multiplayer servers.

I tried changing his settings in the Xbox and Windows 10 devices online saftey but while it showed that he was allowed when viewing through my profile, when viewing through his profile and trying to play the game, he was still blocked. I even removed him from the family group and changed his Xbox and Windows 10 devices online saftey settings but it still didn't work despite it cross-network play and multiplayer games both showing as allowed in his settings.
