Why won't my keyboard work when I power up my laptop?

When I power up my laptop, the keyboard doesn't work unless I perform a restart. I have updated the drivers and it still doesn't work. Is there a fix for this from Microsoft? It started happening after an update.

    It's a bug that appeared in the October update, and affects desktops as well.

    Turning off FastStartUp (in Control Panel) fixed it for me and for many others here.
