How Am I Able To Get Back My Email?

My pc was hacked into a few months back, and the emails were hacked into, and since then my two emails i use have been locked by Microsoft. I Don't Understand why they haven't unlocked them for me, I've submitted numerous requests, and each one comes back empty regardless of how much information I've provided, Most if not all of my accounts that i use for various websites and services were tied to the email, while the other one was used as a backup. What else can i do? I've made a new email, but since the email my hacked email uses to send codes to is my super old school email, there's nothing i can do from my end!
