I have seen great advice for deleting the idtienphuoc1 Rule but none for stopping it from re-adding itself

I am having the same problem after my hotmail account was hacked. A rule by idtienphuoc1 gets created, I delete it and it comes back. I have done all of the suggested things:

  1. reset password
  2. Signed out everywhere
  3. removed all devices associated to the account
  4. Removed all apps associated to my account
  5. Used outlook.exe /cleanrules
  6. Deleted the rule in Outlook client, it came back
  7. Deleted the rule (that came back) using outlook on the web, it came back
  8. Deleted the rule that came back using MFCMAPI (deleted IPM.Rule.Version2.Message) using DELETE_HARD_DELETE, it came back

Has anyone found what may stop the persistent re-creation of the rule? Or do I wait 24 hours for the "sign-out everywhere" to kick in and hopefully it stops then?

    Closing this. When I put MFA in place, everything stopped.
