Closing this. When I put MFA in place, everything stopped.
I have seen great advice for deleting the idtienphuoc1 Rule but none for stopping it from re-adding itself

I am having the same problem after my hotmail account was hacked. A rule by idtienphuoc1 gets created, I delete it and it comes back. I have done all of the suggested things:
- reset password
- Signed out everywhere
- removed all devices associated to the account
- Removed all apps associated to my account
- Used outlook.exe /cleanrules
- Deleted the rule in Outlook client, it came back
- Deleted the rule (that came back) using outlook on the web, it came back
- Deleted the rule that came back using MFCMAPI (deleted IPM.Rule.Version2.Message) using DELETE_HARD_DELETE, it came back
Has anyone found what may stop the persistent re-creation of the rule? Or do I wait 24 hours for the "sign-out everywhere" to kick in and hopefully it stops then?
