Unfortunately no attempts to reset my password, login in safemode, or otherwise bypass the PIN worked. I wound up reformatting the laptop and restarting with a clean install. Fortunately there wasn't anything on the laptop that couldn't be replaced.
Unable to log in to Dell Rugged Laptop
When I turn on the laptop the message is "Something happened and your PIN isn't available. Click to set up your PIN again." but when I click Set up my PIN I get the message "Something went wrong. Try again or cancel to set up your machine later." When I try to log in using the password instead it doesn't recognize it so I am effectively locked out. How can I get it to allow me to change my PIN?

The "Something happened" error usually means the specific folder where Windows stores your PIN (called the NGC folder) has become corrupted after an update or crash. Because the system can't read the old PIN, it can't verify you to let you create a new one.
Here is the fix:
Step 1: Force the Computer into "Safe Mode"
Since you can't log in, we must force the recovery menu from the lock screen.
On the sign-in screen, click the Power icon (bottom right).
Hold down the Shift key on your keyboard and click Restart.
Keep holding Shift until the screen turns blue and says "Choose an option."
Go to Troubleshoot > Advanced options > Startup Settings.
Click Restart.
When the computer reboots, press 5 or F5 to select Safe Mode with Networking.
Step 2: Delete the Corrupted "NGC" Folder
Once you are in Safe Mode, log in with your Password (not PIN). Note: If your password is rejected here, ensure your laptop is connected to the internet via Ethernet cable if possible, or verify your current Microsoft password on your phone at account.microsoft.com.
Open File Explorer (Win + E).
Navigate to this exact path: C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft
Note: If you don't see AppData, click View at the top and check Hidden items.
Locate the folder named NGC.
Right-click the NGC folder and choose Delete.
If it says "Permission Denied": Double-click the folder to open it first (granting yourself permission), delete the contents inside, then delete the folder.
Restart your computer normally.
Step 3: Set a New PIN
When Windows boots back up, it will no longer ask for the old PIN.
Log in using your Password.
Windows will likely prompt you immediately to "Set up a PIN." Since the corrupted file is gone, this process will now work correctly.
What if the Password still doesn't work in Safe Mode?
If you are completely locked out (Safe Mode rejects the password too), the issue is likely that your laptop has "forgotten" the latest password due to sync issues.
The Fix: You must ensure the laptop is online (you should see the network icon in the corner). If you are on WiFi, try connecting a physical Ethernet cable to the router. Windows needs to talk to the Microsoft servers to verify your password if the local cache is broken.
